[Sis-mia] Update to Digital Motion Imagery Blue Book

All, thanks for the participation in our virtual session last week.  Attached is the updated Blue Book, along with a document listing the changes made to the original B2 version.  Primarily we are updating this book to add h.265 to the list of compression algorithms, but as you’ll see we are also updating some other language while we have the opportunity.  If you could please, review the book and let me know of any changes/edits by COB this Friday, May 15th.  It shouldn’t take long since there isn’t much change since our review back in February.

My goal is to submit this for Agency Review process early next week.
