[Sis-ipo] IP over CCSDS WG Draft version

SIS-IPO WG,

I've put the edited version, the one we worked to resolve the RIDs brought to the Fall CCSDS WG meeting at ESTEC, on the SIS-IPO CWE Fall 2009 meetings sub-directory under:

As stated at the meeting, the next step is for me to produce an additional version, with our accepted redlines and leave a copy of our original edits available for comparison purposes by Dec 15, 2009 - hopefully before. Also I will see if Tom Gannett can help with any document edits as well in particular with fixing some of the diagrams.

I will then poll you to see if you believe the document is ready to go to final agency review.
Ideally we should have everything in place to publish the final IP over CCSDS either before or just after the Spring 2010 meeting in Portsmouth, VA, USA.
