[Sis-exec] Draft SIS Report to CESG

All,

We're doing the CESG meeting *BEFORE* Athens for this meeting.  Here's the
report that I'm planning to give (will bump up the griping about CFDP
Interoperability Testing if my missive to Andy doesn't pan out).  Any
comments?

Feel free to redistribute to your groups for comment, but I just
accidentally spammed a 150+ member list the other day with an inadvertent
"reply" (*always* look at the reply-to field), so forgive me if I'm under-
rather than over-distributing today.
