[Sis-exec] SIS Operating Plan Updates

To secretariat folks:

Attached please find the SIS Updates to the CCSDS Operating Plan.  I have
eliminated sections 1-5, preserving only their section headers, in order to
reduce the size of the document while retaining the proper section
numbering.  Revisions are turned on, and you will find that the revisions
affect the schedule of the CFDP Interoperability Testing and the addition of
the SIS Asynchronous Messaging Service BOF.  If you have any questions or
