I believe that we want to have a Yellow Book to provide an overview, with reference to SANA.  (Along with some explanatory files in SANA along with the actual scenario configs.)  I believe that we wanted to have three top-level directories (Earth Observing, Lunar, Mars), and then to provide for multiple sub-entries under each of those, with the ESA being the first and the “reference”, but to provide for additional scenarios that organizations wanted to upload.

I *really* want to see those used for “burn-in” testing of the various implementations.  The Blue Book interoperability testing is intended to verify the spec, but scenario-based testing is needed to verify the interoperation of actual implementations.
