I think he's looking for something like Bob did for BPv7, where there's an
agency POC for each assigned LTP engine ID (or at least a general agency
POC that can respond to questions about engine IDs allocated to the
agency). Lifting / lightly editing the text for BPv7 should suffice --
I'll see if I can dig that up and propose something.
