[Sis-dtn] Aggregating bytestrings in LTP blocks

There are a couple of ways to make the LTP block content for Client Service
ID 4 more understandable. There is a Concise Data Definition Language (CDDL)
to express CBOR schema but requires understanding its syntax. The attached
doc includes a diagram of the block content, CDDL syntax for the content,
and an example that uses placeholder items to represent blocks that would be
in a bundle. Feel free to cherry pick, modify, or add to any of these to
help clarify the encoding.

 

The site https://cbor.me/ is useful for converting between human-friendly
diagnostic notation and binary hex strings if other examples are wanted.
