[Sis-dtn] Wireshark handling of IPN scheme update

A change recently accepted into the main Wireshark branch, commit 04155569
<https://gitlab.com/wireshark/wireshark/-/commit/04155569c945cb5b42bf55a564b
ed6e0f104c7f1> , adds support to BPv7 for the 3-element IPN scheme and
refactors EID handling to use a scheme-specific "dissector table" (meaning
user plugins can define new or private EID schemes). The nested items under
each EID include the individual elements and conversion to the other form
for reference. This change is available in the automated builds
<https://www.wireshark.org/download/automated/> file store for OSX and
Win64 since 13 December, so no need to build pre-release version yourself
for these environments.
I would be interested to know if anyone has sample captures that could be
used to verify this behavior. Otherwise this message is PSA to anyone
looking to implement or test the 3-element encoding or interoperation
combining 2- and 3-element forms.
