[Sis-dtn] Updated PICS spreadsheet

I added a tab in the PICS spreadsheet on CWE here

and tried to port the existing known PICS stuff into the new sheet that
comports with the PICS in the draft Red Book.

It would be really cool if at the NASA DTN meeting someone could agitate
for the implementers to provide data for the missing rows.
