[Sis-dtn] Compressed Bundle Status Reporting, Reliability & Custody Transfer

Hi,

as we have the first draft of BPv7 almost out for review (thanks a lot to 
all who contributed!) and the topics are becoming hot, Aida (she's doing 
the work on CBR) and myself would like to present the current status of 
our work on:

- Compressed Bundle Status Reporting (CBR)
- CBR-based Reliability Mechanisms
- CBR-based Custody Transfer

to the CCSDS DTN WG. 01/09/22 or later would be fine for us.
