Space frequencies and bandwidth are negotiated by the SFCG, not by the 
CCSDS: http://www.sfcgonline.org

If you think that you have better techniques for modulation and channel 
coding, that are candidates for international standardization, then Keith 
Scott has already pointed you in the right direction.
