[Sis-csi] Revisions against Ver. 13

Keith,

   I'm sending my edits to you separately so an not to clog the list
with that 7+ MB doc.

   Some of it is just cleanup, but I added a substantial amount of
stuff to the security section, based on work I'm doing elsewhere.
Change tracking was left on.
