[Sis-csi] Version 0.2 of the Green book

I've posted version 0.2 of the green book at

I think that we should shift modes and start with a very simple scenario and
flesh it out pretty fully.  The 'uncrewed lunar' phase would be a good
start.  We can move on to crewed lunar and then try to see what the
growth/connectivity path between those two is, and then move on.
