[Sis-ams] updated AMS spec on CWE site

Hi.  I've just uploaded a couple of new PDFs to the AMS CWE page, 
reflecting a couple of updates I think we've agreed on:

-   Per Tim's email on August 25, I have reworked the sections on 
heartbeats and reconnection pretty extensively.  This involved some 
minor tweaks to sections 4.2.2, 4.2.3, and 4.2.4 plus some major work in 
4.2.7, and I broke Reconnection out as a whole separate subsection in 
its own right (4.3.8).  I hope this is clearer, but let me know if it 
still needs work.

-   Per Stuart's request, I have added a first cut at a Proforma (the 
new section 9).  Again, let me know if any of this looks wrong.

The changes are highlighted in a file named 735x1r1_markup5, and there's 
also an updated clean copy of 735x1r2.

I haven't yet done anything about specifying a grace period mechanism 
for configuration servers and registrars that restart before their 
clients know they've stopped.  I figure this is a topic for discussion 
in October, along with the you_are_dead/I_am_stopping question.  But if 
anyone has further thoughts on these before then, please post them here; 
settling things in email ahead of time is always good.
