[Sis-ams] AMS Green Book Draft && Updated Interop. Testing Doc

My initial draft of the AMS Green Book is now available on the CWE in
the 'Green Book' section.  
 
There are at least two placeholder sections in the document, for
transport services and for 'Implementation Reports'.  The former is to
contain informational sections on potential transport services, with
additional sub-sections that should be written by implementor's of the
various TS.  The latter is a more free-form section I added at the end
of the document taking its style from the CFDP Green Book.  It contains
a placeholder section for an APL report, however the full version of
that is not included for now until I have a chance to better revise it
for the context of this document.
 
I'm considering the interoperability test plan to be a 'Part II' to this
document.  On that topic, an updated version of the test plan has also
been uploaded, reflecting a few quick comments from Tim.  If we find any
other bugs, we can pencil it in...
