It was an available standard and it was picked because it conveniently  
embraced all of recorded (space) history without wastefully extending  
backwards into the prehistoric darkness of the prior 20th century.

We have our eyes on the stars in CCSDS, and it is well known that the  
night sky was pitch black until Explorer-1 turned on The Light.
