[Sis-ams] AMS RID BNSC-65 resolution

Thanks to Lee Pitts, Ed Greenberg, Greg Kazz, and Stuart Fowell for 
putting so much time into the resolution of this RID.  I believe we have 
agreed to change the subject line of table 5-1 to say 'Time tag  -- 
(length) variable -- (values) current time in CCSDS Unsegmented Time 
Code (CUC) format -- (comment) See CCSDS Recommended Standard 301.0-B-3 
"Time Code Formats"'.  Anyone who objects, please post back to this list.
