[Sis-ams] working group formation proposal

Hi again.  Adrian pointed out today that a funding window for new 
working groups is going to be closing shortly, so if we are agreed that 
AMS is at least worth some sustained attention in CCSDS then I think we 
should propose formation of an AMS-WG sooner rather than later.  
Accordingly, I propose to begin that process first thing Thursday 
morning (Pacific time) unless I hear objections before then.
