[SEA] CCSDS Timecode BoF

All,

I am working with the SE area director, Peter Shames in order to form a 
Birds-of-a-Feather (BoF) group within CCSDS to discuss a proposed update to 
the Timecode Formats Blue Book. See

The NASA Constellation Project (CxP) has expressed a need to CCSDS to have 
it extend the timecode in terms of the number of seconds and extend the 
resolution of the sub-seconds portion of the timecode. Basically CxP wants 
to have extend the time code in both directions i.e., for finer resolution 
beyond the current 3-byte, 40-ns resolution and also be able to extend the 
seconds field beyond the current approximate 136 year capacity.

In order to determine if this proposal has merit that other space agencies 
could benefit from, I am forming a BoF to examine the feasibility of such a 
extension to the timecode T and P fields.

I have attached a strawman proposal to this email in the form of a pdf Pink 
sheet for examination along with rationale in the draft BoF word document.
