Dear all,
I would like to receive the changes requested in your charter, such that I can
integrate them and send to Adrian in a consoloidated MOIMS response.
I would like additionally to ask you the review of other charters, such that we
can issue RIDs. I will consolidate all inputs.

ADs and DADs: greetings! Attached is Draft-1 of the integrated "CCSDS WORKING
GROUP CHARTERS" for your review and comment. This file and a PDF version are
also loaded at http://www.ccsds.org/docu/dscgi/ds.py/View/Collection-325
To produce this I downloaded the individual charters from your folders at
http://www.ccsds.org/docu/dscgi/ds.py/View/Collection-218, reformatted each
charter into a consistent style, and compiled them into this single document.
PLEASE CHECK THE RESULT TO MAKE SURE THAT I ACCURATELY TRANSCRIBED THE KEY
INFORMATION. Note that I did *not* include the BOF charters, since BOFs only
exist to create a WG charter and right now we want to get our initial set of WGs
approved.
This document will end up being what we submit to the CMC for approval. To get
from here to there the proposed process and schedule is as follows:
24 JUNE: ADs: SEND ANY CHARTER CORRECTIONS TO ME BY CLOSE OF BUSINESS
To do this, please copy the Word file, delete irrelevant information
and send
the specific changed charter(s) back to me as a Word file. (Please do
NOT
send anything back other than the charters that you want changed.)
Note that
some of the charters are missing information, as indicated by a
"please supply"
tag. ALSO, VIRTUALLY ALL OF YOU NEED TO PAY ATTENTION TO IMPROVING THE
RESOURCE REQUIREMENTS section of each charter. This is the information
that
the CMC will need to know and you should do everything that you can to
submit a high quality resource request that they can react to. I will
then
put out "Draft-2" by 27 June.
27 JUNE: START OF FORMAL REVIEW BY AREA DIRECTORS
Draft 2 will be formally reviewed and each Area Director is expected
to
comment on ALL of the charters. A RID process will be used; if you
want to
get a leg up on this (and take the chance that Draft-1 won't change),
a RID
form is attached for use now.
11 JULY: END OF REVIEW: AREA RIDS SHOULD BE CIRCULATED TO CESG BY CLOSE OF
BUSINESS
By close of business on 11 July (earlier is fine) please send out your
personal RID package to the CESG list.
18 JULY: AREA DIRECTORS RESPOND TO RIDs BY CLOSE OF BUSINESS
Each Area Director will be responsible for proposing a draft
Disposition
for each RIDS received on WG charters in his Area ands circulating
back a
set of proposed charter changes to the CESG list
25 JULY: "ISSUE-1" SENT TO THE CMC FOR APPROVAL.
If all goes well, I should be able to incorporate the RID changes and
send
out "Issue-1" to the CMC for their approval.
Please, as you go over these charters, play close attention to sharpening them
up so that they conform to the guidelines in the Restructuring Plan, i.e., -
WORKING GROUPS (WGs) ... are charted to produce specific standards on a specific
schedule and within specific resource envelopes, and then go out of business.
The vast majority of the work of CCSDS is done in many Working Groups that are
clustered into closely related technical Areas. Each Working Group has a
specific published and approved charter and schedule that it is required to
follow, and a set of associated resources to do the work that must be committed
by a sponsor. This is important: no WG will be initiated by CCSDS unless a
credible resource plan has been prepared and someone has agreed to provide the
necessary support. The charter states the scope of discussion for the Working
Group, as well as its goals and deliverable products. When a WG has fulfilled
its charter, it is supposed to cease operations. The WG's activities are
supposed to focus on just what is in the charter, and not to wander off on other
"interesting" topics. In fact, some WG charters will specify what the WG will
not do, particularly if there were some attractive but nebulous topics brought
up during the drafting of the charter.
