[Moims-sc] [MO GB] Security chapter update

Dear all,

I spent a little time to update the security chapter of the MO GB, so that it is closer to the Security Architecture for Space Data System (Security Magenta book).
I took what Elmar wrote and that we discussed during the spring meeting and moved it around to do obtain this:
