[Moims-sc] Submission of CCSDS 524.1-R-1 MO - Space Packet Binding for pubblication

Dear Nestor,

I am glad to inform you that we have completed the prototype work on the 
book CCSDS 524.1-R-1 MO - Space Packet Binding. The first and second 
prototypes have been implemented by CNES and DLR and the interoperability 
tests between both implementations have succeeded. Many thanks to CNES and 
DLR for their efforts!

Based on this I officially submit to you as MOIMS AD the following 
documents and kindly request the publication of the document as a Blue 
Book.

A) The updated MO - Space Packet Binding document with and without change
