[MOIMS-NAV-EXEC] "Concept Paper" on potential CCSDS NavWG support of LunaNet

Hello Nav WG and MOIMS Area Lead,

Please see attached for a draft Concept Paper on activities the CCSDS Nav WG could elect to pursue in support of LunaNet Interoperability Specification (LNIS).


Here are bullets requested by Daniel:


  *   Keeping in mind that the CCSDS Nav WG currently limits its scope to developing standards for file-based transfer of information via terrestrial means...
  *   The Nav WG could elect to support LNIS in the following areas:


o    Messages suitable to space-to-space link for Observations, Conjunction, Ephemeris Representation; and identify any missing Message types.


o    Signal definition considering Position, Navigation, and Timing (PNT) parameters


o    Interoperability Test Plans
