[MOIMS-NAV-EXEC] Version Control of Nav WG Material Destined for SANA

Since yesterday's telecon, I have been thinking about the issue that Julie raised regarding version control of our material that we are targeting for the SANA Registry. Because we don't have a formal version control process, and potentially have multiple people working on the task, I suggest the following:

1. Dan has been the keeper of the official document to date (hereafter, "the main document"). I suggest that this arrangement continue, with the exception noted in #2 below. 

2. Julie is now working in LaTex for the "ATTITUDE AND SPACECRAFT CONVENTIONS" material, so that material should be removed from Dan's document and Julie will be the lead for it.

3. Anyone making changes to the main document should use MS Word "Track Changes" (not the "Add Comment" feature) when editing the document. After editing, the document should be sent to Dan.  

4. A version number should be added internal to the documents. There is currently no such version number inside; the files have had a version number in the filename, but these can get out of sync if multiple people update the document and pass it around.

5. Dan and Julie should consolidate document changes and increment the official version numbers when appropriate.

Hopefully we'll get this SANA migration over relatively soon and without major incident.
