Attached are the finalized minutes from the Fall 2016 Nav WG Meetings.  Changes relative to the draft minutes were minimal (corrected spelling of host agency name, added a sentence regarding potential future use of SANA for listing reference frames, time scales).

These are also posted to the CWE in the "Meeting Materials" section.
