Attached is the latest update of the Green Book volume 1.

Recall that splitting the Green Book into 2 volumes was Juergen's idea.  It will be fitting if we can get this finished up as part of his retirement proceedings.

Good evening David,

I finally finished all the updates I intended for version 3.8 of the NAV Green Book vol. 1. I changed the version number to 3.8.1 (attached) to separate it from draft 3.8 I sent to you last week. This new version includes a new section for use case examples and Luis’s diagrams. The Formatting the document was more challenging than adding the content for sure, especially when the format automatically changed when I converted it to PDF. The CRM with my responses is also attached for the Green Book discussions at the CCSDS Spring 2015 NWG meetings.

Please, let us know if you have any questions and/or comments.
