[MOIMS-NAV-EXEC] Finalized Minutes from Fall 2015 CCSDS Navigation WG Meetings

Dear David,

I have done the clean-up and reorgansied the annexes as requested (mandatory first).
I have also reviewed all comments and I have tried to answer them:
- Those that could be implemented as per RID I have done
- Those that were an explanation from my side and there was no factual reason to implement I have simply left as in the original document (e.g. those that in other books are implemented exactly in the same manner). I do not think that any of those really impede that the conditions are satisfied.
- I have also tried to implement the changes from my notes for the meeting in Darmstadt (not much here)
- I have removed the reference to namespace as we agreed even if in the minutes you stated that Eric was not particularly happy about that.
- I have removed the 'cop outs' to the best of my understanding.

All in all I think that the document is ready for review. Please let me know otherwise. I have also put in copy Frank in case that an additional review by the ESA team is possible/required.
The comments tracks the changes with respect to the version that we reviewed in Darmstadt.
