[Moims-dai] Core Trust Seal v ISO 16363

Dr. Stall,

I discovered the Enabling FAIR Data Project website through a reference in
the NSF Dear Colleague Letter 19-069.

I was particularly struck by the mention of CoreTrustSeal and ISO 16363
certifications on the Resources
<http://www.copdess.org/enabling-fair-data-project/enabling-fair-data-faqs/#2_Data_Deposition_and_Sharing>
page of the website. The page does not make it clear that there is a
substantial difference in the rigor/extent of the two certification
processes.

Core Trust Seal:

Consists of 16 high-level requirements
Involves self-assessment and peer review

Is a one-time assessment


ISO 16363 Certification:

Consists of over 100 metrics

Metrics are designed to assess compliance with ISO 14721

Involves a third party audit by ISO-accredited auditors

Uses ISO auditing standards - ISO 16919 and ISO/IEC 17021

Involves ongoing audits


It is also worth noting that the Working Group that developed and maintains
ISO 14721:2012, A Reference Model for an Open Archival Information System
(OAIS), ISO 16363:2012, Audit and certification of trustworthy digital
repositories, and ISO 16919:2014, Requirements for bodies providing audit
and certification of candidate trustworthy digital repositories, does so
under the auspices of the Consultative Committee for Space Data Systems
(CCSDS). The CCSDS membership includes most of the national and
international space agencies around the world.

I would think that an explanation of the substantial differences in the two
certification processes would be useful for the readers of the Enabling
FAIR Data Project website.

In the interests of full disclosure, I am a member of the Working Group
that produced and maintains the ISO standards.
