There is a document we produced in APARSEN http://www.alliancepermanentaccess.org/wp-content/uploads/sites/7/downloads/2015/02/APARSEN-REP-D11_5-01-1_1.pdf which among other things discusses value as part of the overall preservation cycle. It also discusses how a repository can try to increase value by adding Representation Information and then how to gain benefits through business models and business cases.
