[Moims-dai] Charter update draft

As discussed in the ongoing DAI WG meeting, attached is the draft update to
the DAI WG charter.  Some redlines are already included, but more are
welcome.  If folks not at the meeting have inputs send them to the mail
list.  We plan to discuss it this afternoon, but inputs can be accommodated
for some time.
