[Moims-dai] OAIS update - suggestion for section 5

I had an action from the face to face meeting to 

Provide rewrite of Section 5 and also note any additional changes needed to
address SC#024

 

I attach OAIS-Preservation-Perspectives-DG-20171217 for address section 5
and OAIS-Glossary-suggestions-DG-20171217 to address the related parts.
