[Moims-dai] Draft call for OAIS comments

I thought this review wasn't going to start until 2017.  Did we move it up
to 2016?

Hi,

 

We've been discussing the upcoming OAIS 5 year review and update.  I agreed
to try to find the call for comments that went out last time.  I've located
that and I think it largely expresses our expectations for this also.  I
took the liberty to draft a few updates that are marked.

 

We can discuss more at upcoming telecons.
