[Moims-dai] Comments on Latest Draft

I promised to send back comments by the end of this week. I only made it
through the first 4 sections of the document. See the attached.

Overall, I think we need to decide what parts of the lifecycle/workflow we
want to cover and what terminology we want to use and use it consistently.
Once we make those decisions, I believe we need to simplify the text as
much as possible to make it clearer.
