Is anyone (Daniele?)  familiar with MEDONA that is mentioned in the attached. At first glance it looks as if it more directly related to PAIS more than OAIS itself.

At this very moment, James Afarin, in Cc., is reviewing the Minutes, Resolutions 
and Action Items of the ISO TC20/SC13 meeting which was held in Darmstadt, last 
November. Resulting from the discussions we had in that meeting, where you 
were consulted on the subject, one Resolution and 2 associated Action Items are 
being proposed for consideration, and they are described in the following lines:

SC13-R-2015-11-4 

ISO TC46/SC04 Subcommittee (on Technical interoperability) proposed a liaison to ISO TC20/SC13. E. Bergamini received a letter of proposal of liaison from Mrs. Heiskanen. The letter mentions two OBSERVERS from ISO TC46/SC04 who would serve as liaisons to ISO TC20/SC13. ISO TC20/SC13 decided that Dr. Mario Merri, Area Director MOIMS/CESG/CCSDS, present to this meeting, would be getting in contact with Dr. David Giaretta, Chairman of MOIMS Data Archive Ingestion Working Group to determine the interest from CCSDS-ISO TC20/SC13 to establish a liaison with ISO TC46/SC04 Subcommittee and, then, consider the nomination of a Liaison. Then, a letter from ISO TC20/SC13 to ISO TC46/SC04 is be sent answering to the proposal for a liaison between the two Subcommittees.

Also of fundamental importance, enclosed to this current message you find the 
complete content of the ISO TC20/SC13 – ISO TC46/SC04 correspondence which 
was exchanged so far between them. These enclosed contents are those which 
motivated the related discussions we held in the last SC13 meeting, in Darmstadt. 
  
In order to speed up the pendence we have in relation to ISO TC46/SC04 
Subcommittee, I wish to ask you to get acquainted with the enclosed 
correspondence and, after your evaluation with Dave Giaretta (MOIMS-DAI WG), 
you may express us your joint impression that may provide us with the basis that 
will orient our pending response to the inquiring Subcommittee. 
  
>From what I could aprehend from the correspondence we received from ISO TC46/ 
SC04 Subcommittee, it is my personal impression that we can not ignore the 
need of nominating a corresponding (MOIMS-DAI WG originated) liaison person 
from our side. However, the pending response letter that James Afarin and I would, 
in a 1st. opportunity, be addressing to ISO TC46/SC04 Subcommittee would, 
based on what Dave Giaretta and yourself my tell us, make clear what would be, 
the expected commitment that could be observed by liaison person from our side, 
in the context of such a liaison work, after a common understanding is settled 
between both sides, in that direction. 
  
In view of my last manifest to them, for the time being I feel I owe a short term, 
simple e-mail response to ISO TC46/SC04, which I plan to address in my 1st. 
opportunity, where I will simply mention them that their kind proposal was 
discussed in our last (Darmstadt) SC13 meeting and that internal actions are 
being taken to send them a formal response from ISO TC20/SC13 in our 1st. 
opportunity.

Also, thank you for your thoughtful message and embedded considerations. 
  
In fact, as you can observe from my previous message, ISO TC20/SC13 already has a liaison with ISO TC46/SC4, 
with the only difference that it has not been active, that we are aware of, so far. 
  
The premises you have presented in your message are certainly pertinent. There is no doubt on the importance 
of the deliverables which have been generated by CCSDS in the pertinent domain and, also, which are under 
serious considerations by many other organizations (Libraries, etc.) besides your own ISO TC46/SC4 Subcommittee, 
as well. 
  
>From our side, the proper activation of this specific Liaison will be of ourprimary concern when we meet in 
Darmstadt, later this current month, as also mentioned in my previous message, below. Please, wait for our 
response to your consideration, after the coming meetings in our side, as mentioned. 
  
I do hope and expect we will be inaugurating a profitful Liaison for both Subcommittees in our shortest possible 
time.

As regards “the appropriate discussions in our side”, ISO directives, Part I provide very clear guidelines for SC 13 on how to proceed. According to § 1.15: 
  
“1.15.1               Within each organization, technical committees and/or subcommittees working in related fields shall establish and maintain liaison. Liaisons shall also be established, where appropriate, with technical committees responsible for basic aspects of standardization (e.g. terminology, graphical symbols). Liaison shall include the exchange of basic documents, including new work item proposals and working drafts. 
  
Committees may pass a resolution to decide on the establishment of an internal liaison. Committees receiving requests for internal liaisons cannot refuse such requests and there is no need for the committee receiving the request to pass a resolution confirming its acceptance. 
  
1.15.2                 The maintenance of such liaison is the responsibility of the respective technical committee secretariats, which may delegate the task to the secretariats of the subcommittees.” 
  
In this case, “the related field” is digital preservation, which has become a vital issue to e.g. national libraries and national archives during the last decade. TC 20/SC 13 has published CCSDS specifications like OAIS which are used in almost all digital preservation projects in our community. Recently many research libraries have started working with research data, which may further increase then number of SC 13 / CCSDS standards relevant to our community.

Indeed, at the moment we do not have an internal ISO TC20/SC13 liaison person (6-i) 
assigned to your Subcommittee, although we have in record your name and others 
from your secretariat support team. 
  
Coming mid-November ISO TC20/SC13 Subcommittee will hold its coming meeting in 
Darmstadt, as usual, in colocation with CCSDS ( <http://www.ccsds.org/> www.ccsds.org) Management Council 
(CMC). In my understanding, this will be the oppportunity for holding the appropriate 
discussions in our side, that may lead to the now pending response from ISO 
TC20/SC13 Subcommittee to the enclosed, kind letter, which is being addressed to us 
by ISO TC46/SC4 Subcommittee Chairwoman, Mrs. Juha Hakala. 
  
Incidentally, if the case, permit me to briefly introduce you on the basic procedure of 
work which is practiced between ISO TC20/SC13 Subcommittee and CCSDS.       
  
The program of work of ISO TC20/SC13 Subcommittee is based on the COVER SHEET 
process over CCSDS originated documents for submission and approval as ISO standards. 
  
Under the mentioned procedure, two different types of CCSDS originated documents are 
submitted under the Cover Sheet process by ISO TC20/SC13 Subcommittee: 
  
1) RECOMMENDATIONS FOR SPACE DATA SYSTEM STANDARDS - RECOMMENDED STANDARD (CCSDS Blue Books)

ISO TC 46/SC 4 has recently launched a new work item DEPIP (Data Exchange Protocol for Interoperability and Preservation). A new working group, WG 15 (Metadata and protocols for long term preservation) is responsible for the work. 
  
In its 2015 plenary ISO TC 46/SC 4 made the following resolution: 
− TC 46/SC 4 Instructs the SC4 secretariat to contact and establish a liaison with ISO/TC 20/SC 13 responsible for OAIS standards, for involvement in WG15 work.
