[Moims-dai] DEDSL Blue Book -> Orange Book

Dear all,

For the DEDSL, CNES will provide one prototype.
It seems that another agency won't invest in developing a second prototype, that is a condition for a standard to become a Blue Book.

That's why the most reasonable solution seems to turn the DEDSL to an Orange Book.
