[CSS-GFT] Terrestrial File Transfer - Initial draft concept.

Dear all,
                 I've just uploaded the initial draft of the Terrestrial File
Transfer concept to CWE. It can be found at the following URL

Hopefully this will provide a basis for the discussion at the BoF meeting in
Noordwijkerhout. What is there is pretty much a brain dump with some sanity
checking from Margherita, Holger and Erik.
