This message is a request to the CESG to recommend that the CMC cancel action
item CMC-S03-R11:

     The CMC resolves to approve the publication of CCSDS 911.2-R-1
     Space Link Extension—Return Virtual Channel Frames Service
     Specification as a Blue Book after an approval review by the CMC.

Rationale:

As work on related Recommendations proceeded, The SLE Transfer Services WG
concluded that some of the material in the RCF book as it stands now is
factually incorrect. The objective of this request is to prevent publication of
a Recommendation that, as it stands, contains a number of substantial defects.
Because correction of those defects will introduce text that has not been
reviewed, the book must be withdrawn, corrected, and sent for full Agency
review.
