[Css-csts] Updated FRM Magenta Book Antenna and 401 Space Link Carrier FR definitions

Dear colleagues,

I forgot to send you some comment over the functional resources as I didn't had time to participate to the last meeting. You could find attach to this mail a series of comment from Jean-Michel Roquebert, working in the CNES ground stations.
Some comments should be responded at a global I think and are the following :

·         Numerous FR are identified to be flag as unavailable, if it is the case, however for some others that are not used in CNES for instance, there is not such a sentence. Should this mention be set in all resources or somewhere global to all resources ?

·         In CNES we can use combining mode even without a residual carrier.

·         FR provided information dependents on the polarization. How do we know which polarization is concerned ? And when the antenna is in 'combining' mode ?

·         The same question for ranging and Doppler parameter, as at CNES they are independent.

CSTSWG colleagues ---
Over the past year or so, we have grappled with issues involving (a) how to represent the coherency relationship between the Ccsds401SpaceLinkCarrierRcpt and  Ccsds401SpaceLinkCarrierXmit FRs, and (2) how to characterize the nature of the interfaces between the Ccsds401SpaceLinkCarrierRcpt and  Ccsds401SpaceLinkCarrierXmit FRs and the Antenna FR (i.e., IF or RF).

In our last several telecons, we have arrived at resolutions for these issues. Part of those resolutions involved adding explanatory text in the affected sections of the FRM Magenta Book. I have added that material in the attached draft. I attempted to just create a subset of the document, but without recapping the several ultimately-futile things that I tried, let me just summarize by saying that I failed to do so (have I ever mentioned how much I hate Microsoft? :)). So the attached is a full copy of the draft MB - however, the only sections that are under discussion are sections 3.2, 4.1, 4.2, and 4.3 - 10 pages total.

One of the things that I have attempted to do was to more-closely  align the FR definitions in the MB with those in the SANA registry DB. In the process of doing so, I came across a few issues with the definitions of the Antenna and Ccsds401SpaceLinkCarrierRcpt FRs in the SANA DB. I have added comments to the Word file that Wolfgang distributed this morning and have attached that also.
