[Css-csts] Updated introductory text for the SANA FR registry

Last week we agreed to add some words to the introductory text for the SANA FR registry to indicate that it addresses only the CCSDS-standard cross support FRs that are registered under the crossSupportFunctionalities subnode (and not any Agency-specific FRs that might be registered under the agencieFunctionalities subnode). I have added proposed wording to the Functional Resource Registry Introduction section of the Functional Resource Registry at SANA Tech Note and uploaded it to the CWE:
