[Css-csts] Guidelines Updates

Thank you for the updated Guidelines. Several of the updates that you have made were in response to the comparison of the Guidelines to the Red-1 MD-CSTS book. One of those changes has been to change the section that was formerly called "Managed Information" (section 4.7) to "Setting of Configuration Parameters Inherited from Framework Procedures". I have looked at that section in your  latest version of the Guidelines and made some proposed changes to make it more closely describe the intent and content of the section as it is now envisioned.

I had also offered to write the new section dealing with refinements to the definitions of framework parameters, events, directives, and diagnostic values. I have written this section and inserted it as section 4.8, Refinement of Definitions of Framework Parameters, Events, Directives, and Diagnostic Values Used by the Service Section.

My proposed changes to section 4.7 and the new 4.8 are documented in the draft CSTSGuidelines_R-0.92 20150215-JVP-20150218, which I have uploaded to the

Finally, the Guidelines document has a "Monitored Information Section" section (4.8 in your draft of the Guidelines, 4.9 in the draft that I just uploaded). I am pretty sure that I was the person that put that section in the Guidelines years ago. Prior to the Bordeaux meeting, the MD-CSTS had a Monitored Parameters and Notifiable Events section that basically met the intent of the Monitored Information section. This section disappeared from the MD-CSTS book following the Bordeaux meeting, in MD-CSTS W-0.14. The Document Control section of the MD-CSTS W-0.14 states "Deleted the Monitored Parameters and Notifiable Events section (these will be defined in the SANA registry) (Bordeaux decision)."  So I am wondering if the Monitored Information Section section of the Guidelines is still necessary. I suggest that we add this topic to the discussion of the Guidelines at the Pasadena meeting.

I uploaded the issue 0.92 of the CSTS Guidelines to the CWE for your review.

There are still some parts to be updated and pending inputs, e.g: ASN.1 and XML example.
As agreed, I created a new appendix grouping the cross references to the Framework. As I do not know if it is the correct way to do it, let me know.
