[Css-csts] Guidelines Updates

Dear all,

I uploaded the issue 0.92 of the CSTS Guidelines to the CWE for your 
review.

There are still some parts to be updated and pending inputs, e.g: ASN.1 
and XML example.
As agreed, I created a new appendix grouping the cross references to the 
Framework. As I do not know if it is the correct way to do it, let me 
know.
