[Css-csts] CSTS Guidelines - New draft

Dear all,

As input for our Fall meeting, I uploaded a new draft version of the CSTS
Guidelines: CSTSGuidelines_R-0.91 20140930.doc.

I accepted the editorial changes previously made.
All my changes are marked and can easily be identified.

I compared the document with the latest versions of the Framework and of the
Monitoring service to make sure they are aligned (to be re-checked). By doing
so, I noted a few comments on the Monitoring service and I noted some
comments from previous editors that should go to the Framework (I do not know
if they have already been raised). All comments appear as comments in the
Guidelines.

I (did my best) to answer the comments introduced by previous editors. The
comments are still in the document with my answers.

I propose to go though the document next week and start reviewing the
remaining comments to close them before going through the changes and
possibly additional comments.
