[Css-csts] June 2013 version of the Guidelines document uploaded to the CWE

Dear members of the CSTS WG,

During our meeting last week I talked about a version of the Guidelines 
document that I had generated in June last year. I turns out that I had 
never uploaded that document to the CWE. I have now corrected that 
omission and you can find that document at:
