[Css-csts] CCSDS A#01-0414 - Scenarios for Return Procedures

Dear all,

I finalised and uploaded ("20140403 Yellow - Use Return Procedures Scenarios
Technical Note draft.docx" under the "CSTS Framework and Concept" directory)
the draft scenarios for the return procedures.

As discussed during the meeting I converted the format to a CCSDS Yellow
Book. Depending on the future of the scenarios, the document will have to be
further developed:
   Introductory part
   Missing procedures: Unbuffered Data Delivery, Buffer Data Delivery

The issues found are summarised in Appendix A (nothing serious so far).
