[Css-csts] Updated MoM from Bordeaux

Dear CSTS WG Members,
I have uploaded the final version of the Minute of Meeting from Bordeaux.
in addition to the few comments received, I have added the notes form the 
joint SLS-SLP/CSTS session.
As usual, the MoM can be found under Meeting Materials/2013 Spring Meeting 
Bordeaux.
