[Css-csts] RAF Pink Book - missing changes

Dear CSTS WG Members,

In the RAF Pink Book uploaded yesterday, I inadvertently omitted two
mandatory updates:

- I did not increment the version number of the service as used in RAF-BIND;
- I did not increment the version number of the ASN-1 modules that I needed
to change.

I'll fix this before the book gets sent to the secretariat and there is no
need to comment on these points.
