SMWG and CSTSWG colleagues ---

Yesterday Margherita di Giulio, Yves Doat, and I discussed the first
version of the Functional Resources in Service Management and Service
Package Execution technical note. In particular, we discussed the issue
that I had raised with respect to the ability of a functional resource
type to (re)use framework identifiers (that is, OIDs specified in the
CSTS FW for the standard framework operations and procedures, as put
forth by Yves in his "Operational Scenario Implementation" technical
note. I had concluded that there were problems with this approach and
instead had adopted the approach in my technical note that all
parameters, events, and directives be defined under their parent
functional resource branch in the registration tree.

Without going into details, we arrived at a common understanding that
indeed allows framework identifiers to be "adopted" by functional
resource types. Key to this concept is the understanding that the
components of pre-defined parameter, event, and directive lists are
logically composed of (functional resource type ID: parameter type ID)
pairs, and that when a list is used in an MD-CSTS START operation, it
subscribes to every instance of that functional resource type in the
executing Service Package.

I've uploaded a revised copy of the technical note to the CWE at URL

http://cwe.ccsds.org/css/docs/CSS-SM/CWE%20Private/Functional%20Resource
s/FRsInSvcMgmtAndSvcExec-R1-120904.docx

The revision primarily reflects this change.
