[Css-csts] CCSDS: CSTS: Concepts and Guidelines documents

Dear All,

I have uploaded the Concepts document and the Guidelines to the CWE; these documents contain updates according to the changes in the Framework (Red 2, Issue July); we will present and discuss the proposed updates of the documents during our meeting in Cleveland.
