[Css-csts] State tables for Buffered Data Processing procedure

Dear Tim,
thank you for issuing the state table.
I also like it very much.
The only - minor - comment I have is just to increase the readability for
those who are not familiar : to the predicate description for
"insufficient storage" we could add that this can only happen in "Timely"
mode .
Also, I wonder if the check for the buffer validity should be done at the
beginning of the TransferBuffer Event processing, in order to take no
further action if the buffer is not valid. However, I realise that this
wouldn't change much, as this will result in an abort in any case.
