[Css-csts] Framework spec

Hi Margherita/Yves,

At our last face-to-face meeting, there were various changes to the Framework spec based on the outcome of RID discussions.  Aside from the updated Buffered Data Delivery procedure writeup (thanks Yves), where is the latest version of the Framework spec?
